Project Summary
With the aim of converting raw materials to more invaluable
products, suitable for export, National Petrochemical Company (NPC)
is constructing the longest ethylene pipeline in the world, in
southern and western areas of Iran. This pipeline begins in
Assaluyeh and will transmit 3500 kilo tons of ethylene per year
produced in the Assaluyeh and Mahshahr plants to several
petrochemical plants in its way to Mahabad. These petrochemical
plants are located in Mamassani, Gachsaran, Dehdasht, Boroujen,
Andimeshk, Lorestan, Kermanshah, Hamedan, Kordestan, Mahabad, &
Miyandoab.
West Ethylene Pipeline (WEP) and its branches have a total
length of about 2200km, and by the beginning of 2009, 63% of the
main pipeline had been constructed. There are 82 Break Valves (BVs)
and 26 Launcher/ Receiver facilities (L/Rs) on the main
pipeline, and there are also 7 branches with a total length of
about 700km.
Scope of work
The scope of the project includes Engineering, Procurement,
Construction and Commissioning of Telecommunications and SCADA
(Supervisory Control and Data Acquisition) systems along the
pipeline.

Telecommunication System:
The Telecommunications portion consists of several systems
such as SDH Fiber Optic Transmission System, synchronization
equipment and SDH and PCM Network Management Suites, PABX
and Hotline Telephone System, VHF/UHF radio coverage along
the pipeline etc.
Although SDH equipment are 1+1 protected,
in order to provide more data path protection SDH Microwave
Radio Links are proposed as an option to Client.
Fiber optic
cable is the media for distributing voice and data services
and for the connection of the pipeline PCS/DCS/ESD data from
the RTUs and ESDs located on the LBV stations and CSs.
UHF/VHF analog trunk radio coverage system enables
communication among mobiles along the pipeline and also
between the pipeline mobiles and central control rooms
(CCRs) and local control rooms (LCRs). PABX and Hotline
Telephone system provides direct access voice and data
between the main control rooms and each compressor station,
valve station and metering pressure regulation station.
Also, Point-to-Point MW radios are recommended as optional
communication paths.
- Control System:
SCADA, ESD, and Leak and Phase Detection Systems are also
part of this project. Data Gathering systems (RTUs) will be
installed in Metering and regulation pressure Stations (MS),
Compressor Stations (CS), Line Break Valves (LBV) and
Launch/Receive Stations (L/R). SCADA system is designed with
two-layer architecture and there are 3 MCCs (main control
centers) and 8 LCCs (Local control centers) according to the
basic engineering design. Information from all RTUs along
the pipeline will be sent to the local and main control
centers for processing using SCADA, ESD, and LDS software.
In control centers, system engineers and operators will have
access to this information and can remotely monitor the
whole pipeline operation. Pipeline Emergency Shut Down (ESD)
System is a SIL-3 safety system. In order to meet the Safety
Integrity Level 3 requirements,
a separate Ethernet over
Fiber Optic path using Industrialized Switches is provided
in order to convey safety information and commands.
- Civil work:
Construction of 77 Telecom Buildings in Block Valve
stations, foundation and installation of Telecom Towers and
implementing Grounding and Lightning Protection system is
also part of our commitments in this project. In order to
provide power requirements of Telecom and SCADA equipment,
Solar and TEG equipment are proposed as optional systems to
our Client.
